Vintage European black leather harness motorcycle boots. They are marked a size 41. Soles are leather with rubber and heels are stacked leather.
I think that they are ladies, but I may be wrong so here are the measurements:
Heel to toe: 11 1/4 and 4" wide at the ball of the foot.
Shaft is 9" tall and they have a calf circumference of 15 1/4".
Stitching on the soles have wear, but the soles stay strong.
