I believe that this tri-level pin was made of two pieces of a concho belt that is Navajo Made during the Fred Harvey era. The butterfly is decorated with very fine skipwork. It is 1 1/2" by  3/4". The concho is well stamped and set with turquoise. It measures 2" by 1 5/8". The feather is newer than the other pieces and measures 1 3/4" long. 

The pin has a locking clasp. The entire pin is 4 3/4" long. Weight: 19.7 grams. In original patina with tarnish. No hallmarks. One could buy a pin converter with bail and wear it as a pendant. You can google these and they are not expensive. Just an idea....
